The federal confiscation of church property provided by the terms of the Edmunds-Tucker Act of 1887, except for houses of worship, resulting in the improverishment of the church before the manifeto was issued in 1890, is well known. Less known is a threat by the government that prompted the Lord to reveal to President Woodruff the need to suspend the practice of plural marriage. A month before the revelation, which came in September 1890, it was learned that the government planned to take over the Logan, Manti, and St. George Temples reneging on a promise by the U. S. Solicitor General who had promised that the federal authorities would not go that far. The Lord knew the Manifesto was essential in saving the Church.
